Terms of use

1. Who you are contracting with
These terms govern the use of RFP Finder at https://rfp.task4it.pt, operated by Dreamers & Heroes, Unipessoal, Lda (TASK4IT), Rua Ary dos Santos, n.º 5, 2.º esquerdo, 2925-061 Azeitão, Portugal. Contact: privacy@task4it.pt.
By creating an account or paying for access, you agree to these terms and to the Privacy Policy.
2. The service
RFP Finder is an information service. It lists public tenders and related notices so agencies and suppliers can find opportunities. It is not a public-procurement authority, not a bidding platform and not an intermediary. We do not submit proposals on your behalf and we do not charge a commission, success fee or percentage of any award.
A few notices are shown without an account so you can see the product. Full access to the radar is paid.
3. Price and duration
The current price is 48.88 EUR plus VAT for 30 days of access. This is a one-time purchase. There is no subscription and we do not charge the card again when the 30 days end. A new purchase adds another block of 30 days.
VAT is 23% for customers in Portugal and for customers who do not provide a valid EU VAT number. A valid EU VAT number from a country other than Portugal, confirmed in VIES, is invoiced under the reverse-charge mechanism at 0% VAT. The price shown at checkout, after the VAT check, is the price you pay.
4. Access
Access is personal to the account that paid for it. You may not share logins, resell the feed or scrape the service. We may suspend an account that is shared, abused or used to attack the site. If we suspend a paying account without a breach of these terms, we will refund the unused part of the 30 days.
5. What we do not promise
Notices come from public sources and can change, be incomplete, be withdrawn or be published late by the contracting authority. We do not guarantee that every tender in every country is listed, that a listing is error-free, or that using the service will win you any contract. You are responsible for checking the official notice before you bid.
6. Withdrawal and refunds
RFP Finder is a digital service. Access starts as soon as the payment is confirmed, because that is the point of the purchase. Before you pay, checkout asks you to start the service immediately. Once access is available on your account, the 14-day right of withdrawal for that purchase ends, as allowed for digital services that have already begun with your request.
If we take the payment and access does not appear on the account, email us and we will either open the access or refund the amount paid. Refunds are returned through the same payment method.
7. Acceptable use
You may use the information for your own commercial research. You may not copy the database to build a competing product, overload the service, or try to bypass the access limits.
8. Intellectual property
The site, the selection and the presentation of the radar belong to Dreamers & Heroes, Unipessoal, Lda. Public tender texts remain the texts of the authorities that published them.
9. Liability
Nothing in these terms limits liability that cannot be limited under Portuguese law, including liability for intent. For other losses, our liability related to a purchase is limited to the amount you paid for that 30-day access.
10. Law
These terms are governed by Portuguese law. The courts of Lisbon have jurisdiction, without prejudice to the mandatory rights of consumers to bring a claim in the courts of their place of residence in the European Union. EU consumers can also use the European ODR platform at https://ec.europa.eu/consumers/odr.
